How do change windows time format?

How do I change the windows time format from 12HR to 24HR in the task bar using a batch file? If it can't be done by batch file, then how about some other means of script automation?How do change windows time format?
Windows XP - How to display time in 24 hour format

1. From the Control Panel open the dialog box for “Regional and Language Options”

Classic View ?? “Regional and Language Options”

Category View ?? “Change the format of numbers, dates and times”

2. Click the “Customize...” button to open the dialog box to Customize Regional Options

3. Select the “Time” tab to format the time settings

4. Change the “Time format” to “HH:mm:ss” (uppercase ';HH';)

Click OK buttons to close all open dialog boxes.How do change windows time format?
Run the Registry Tweak or apply the patch manually..
