Is that what you're looking for ?How to change taskbar color in windows 7?
Step 1

Right-click the empty space on the taskbar and select ';Properties.'; This opens the main window where you configure different options.

Step 2

Click the ';Taskbar'; tab. In this tab you can configure some of the behaviors of the taskbar. This tab has useful options such as AutoHide. This option hides the taskbar when the mouse is not located at the bottom of the screen. You can also choose to lock the taskbar so that the quick launch and system tray cannot be altered.

Step 3

Click the ';Start Menu'; tab. This is where you customize the theme when you click the Windows ';Start'; menu. Choose ';Classic Start Menu'; to make it look like Windows 2000.

Step 4

Click the ';Notifications'; tab. This tab enables you to hide icons in the system tray if you don't use them often. This leaves more space for minimized application icons on the main area of the taskbar.

Step 5

Click ';Ok'; to save any changes you've made. You do not need to reboot the computer. The changes take effect as soon as changes are saved.
